It is a heel rasp made in Nigata, Hiroshima Prefecture which is the production area of files. The rasp is an aggregate of small blades, because the cutting edge is flattened, no shavings remain, and a clean finish feeling can be obtained with a slide. Cutting power is also sufficient, and quickly scrapes dry heel.
